Despite establishing multiple funds since 2007, Mongolia has historically squandered its mining wealth through short-term spending, political interference, and frequent rule changes. The newly created Chinggis Khaan SWF marks another attempt to convert resource revenues into long-term national prosperity.
This brief argues SWFs alone are not enough – stronger fiscal discipline, greater local participation in mining, and broader economic strategies are essential if Mongolia is to use this limited window of opportunity to build lasting development.
